Right of use

Library services are available to anybody who complies with the library terms and conditions.
 

Library user’s responsibilities

A library card is for personal use only. A client is responsible for his/her library card and any material borrowed with it as well as the use of user identification and pin code information.

In case of losing the card and change of name or address, all libraries in which the card is valid, should be informed immediately. A lost card may be replaced; however, there is a charge and proof of identification required.

Borrowing privileges will be suspended, if a client neglects to return their loans or pay their charges until the loans are returned and charges paid.

Violation of library terms and conditions may result in the termination of right of use. If a client disturbs other library users, the staff may request him or her to leave.
 

Library card

You need a library card to borrow, renew and reserve books and other material. The card is obtained by providing proof of identification; however, if you are under 15 years old you need a written permit by your parent or guardian. A parent or guardian is responsible for under 18-year-olds’ loans.

A library card issued by another library is accepted, if the libraries in question have an interlibrary agreement.

To view loans and renewals and reserve material in one’s account on the online catalogue, the library user requires a pin code, which is available from library staff on presentation of your library card.
 

Loans, renewals and reservations

A client may have 60 loans at a time, including no more than 20 CDs and 5 DVD-videos, DVD-ROMs, CD-ROMs and blue-rays each.

A loan can be renewed, if the material has not been reserved by another library user. A loan can be renewed five times maximum.

Material reservations are charge-based. The charge for an uncollected reservation is not cancelled. The maximum number of reservations allowed at a time is 30.

Borrowing and reservation may have material-specific exceptions.

Loans excluding overnight loans can be returned to any City Library branch.
 

Interlibrary loans

A client can submit an interlibrary request on material that is not available in libraries in Oulu. Interlibrary practices comply with national interlibrary regulations and terms and conditions of the library providing the loan. A client will also have to pay any fees set by the library providing the interlibrary loan. A client may have a maximum of 20 valid interlibrary loans at a time.

A client can place a distance loan request on the online catalogue. Distance loans are delivered to the customer’s home. For the terms and conditions of distance loans, please refer to library homepage.

There is a charge on interlibrary and distance loan requests.
 

Overdue loans

Loans returned after the due date will be charged an overdue fine.

Children’s material is not charged an overdue fee with the exception of DVDs, CD-ROMs and blu-rays.

There is a charge to all overdue notices sent.

Unreturned loans referred to a collection agency will be charged due collection fees.
 

Replacement of material

If a client damages or fails to return a book, he or she is to compensate for it either by paying the price of a replacement or by replacing it with a new copy.

The charge for an unreturned DVD or video cassette includes copyright fees. The replacement price of a damaged DVD or video cassette includes no copyright fees and the damaged item always remains the property of the library. Cinematographic work can not be replaced by a client’s copy.

The library will not compensate a client’s equipment damaged during the use of library items.
 

Library user initiatives

A client may make acquisition proposals to develop library collections.

The library welcomes customer comments and suggestions for the improvement of services.
 

Privacy

Library client and loan information is not given to third parties.

The library is entitled to enter ID codes (personal identity numbers) into their client registry (523/1999, Personal Data Act, Section 13).

A client has the right to verify his/her information file in the library register (523/1999, Personal Data Act, Section 10).
