Safety is achieved as a result of a number of different factors. Safety is promoted by a safe home, living and working environment, efficient basic services, a well-designed traffic environment, access to help when needed, and knowledge that those guilty of crimes are held accountable. Being prepared for major accidents as well as exceptional events is also part of safety.

Ensuring safety is the responsibility of all local residents, groups and organisations. Individuals are responsible for their own safety, but they must be supported in this endeavour by society.

The administrative sectors in the City of Oulu have for several years been working to improve safety. Local safety planning is a tool aimed at increasing and improving preventive measures. Collaboration is an important means to promote seeing the big picture when it comes to safety.

The common objective in drawing up the safety plan has been to make Oulu a safer place in 2013.
