Normal practices in Client Fees for Early Childhood Education in force despite coronavirus restrictions

The administration of early childhood education and care has received several inquiries about the formation of a child's early childhood education and care fee during coronavirus restrictions.

Normal practices in accordance with the Act on Client Fees for Early Childhood Education and Care are in force.

Impact of absences on early childhood education and care fee

Absences are credited in the client fee for early childhood education and care only in the following cases:

  • If, due to illness, the child is absent for all the days of the calendar month, no fee shall be paid for that month at all.
  • If the child is absent due to illness at least 11 (11) days of activity in a calendar month, half of the monthly fee shall be charged.
  • If the child is absent for reasons other than illness on all days of the calendar month, half of the monthly fee shall be charged.
  • For days when the child is absent from early childhood education and care during the paternity allowance periods referred to in Chapter 9, Section 7 of the Health Insurance Act, no fee shall be paid at all.


As a clarification:

  • If the child has been quarantined, he or she cannot come to daycare and the absence is marked as sick leave.
  • If the child is away, e.g. due to quarantine or exposure of another family member, this is a normal absence.
