Private ECEC Fees
The City of Oulu supports customer families with private ECEC fees by providing a service voucher.
As of 1 August 2026, the value of the service voucher for full-time early childhood education in private ECEC centres is:
- children under 3 years: €1,707/month
- children over 3 years: €1,004/month
Customer fees as of 1 August 2026
The family's co-payment, or client fee, is determined in the same way as in municipal early childhood education and care. The fee ranges from €0 to €335 per month. In addition, the family may have to pay an extra fee charged by the ECEC centre if the cost of the early childhood education place exceeds the value of the service voucher. The ECEC centre invoices the family for the co-payment and any additional fee.
Income limits from 1.8.2026
Early childhood education and care income limits starting from 1.8.2026:
| Family size / person | Fee is 30 € if income is at least | Fee is 311 € if income is more than | Minimum gross income (€) per month | Fee percentage % |
| 2 | 4668 | 7500 | 4369 | 10.70 |
| 3 | 5935 | 8766 | 5635 | 10,70 |
| 4 | 6699 | 9530 | 6399 | 10,70 |
| 5 | 7463 | 10294 | 7163 | 10,70 |
| 6 | 8225 | 11056 | 7925 | 10,70 |
The youngest child is the most expensive child. The largest possible fee for the youngest child is 335,00 € per month. In age order, the next child’s fee is 40 % of the youngest child’s fee, a maximum of 134,00 € per month. The monthly fee is 20 % of the youngest child’s fee for all following children, a maximum of 67,00 €. Fees lower than 32 € are not charged.
Example: the total monthly gross income of a family of four is €7400,00 including holiday pay. A 5% holiday bonus is added to the monthly gross income. The minimum gross income limit 6399 € is deducted from the family’s income = €1001. The fee percentage is calculated 10,70% = €107,000, which is the monthly early childhood education and care fee for full-time care.
