Wellbeing Plans

The municipality must monitor the citizens’ living conditions, wellbeing, and health, as well as impacting factors by region and age group.

A wide wellbeing report and a Wellbeing Plan are compiled regarding the wellbeing of Oulu’s citizens every council term, i.e. every four years.

Wellbeing Plan

The Wellbeing Plan is used to lead, guide, and develop the wellbeing and health promotion work in Oulu. The Plan ensures that the operations are systematic, goal-oriented, and cooperative between different operators. The Wellbeing Plan is prepared each council term. It is based on the City Strategy, as well as statistics and research from several sources regarding the citizens’ wellbeing, health, and everyday safety.

The vision of the Wellbeing Plan is Nordic Shine! in everyday life – a wellbeing, participating, and equal Oulu. According to the vision, everyone has the opportunity to live a good life in Oulu, at all stages of life.

The Wellbeing Plan focuses on three central areas:

  1. Communal and safe environments

  2. Everyday life that supports wellbeing, health, and capacity

  3. Effortless everyday life and early support.

In practice, this means that everyday environments are safe and accessible, people have the opportunities to participate and encounter one another, wellbeing and coping are reinforced in everyday lives, and support is offered early when life situations change and worries arise.

Wellbeing report

The city of Oulu’s wellbeing report is compiled with a human-centered approach. The goal of the wellbeing report is to form a situation picture of the wellbeing of citizens of all ages and impacting factors to ensure that challenges can be tackled. The wellbeing report has been prepared on all city sectors and in cooperation with stakeholders. The city exists for its residents, and shared wellbeing reporting promotes participation and reinforces communality.
