Early Childhood Education Applications

You can apply for a place in early childhood education and care for your child, enroll your child in pre-primary education, or apply for an open early childhood education club by submitting an online application.

If you have filled an electronic form in eVaka, you can edit the application in the eVaka service if it has not yet been taken into processing. If you sent in a paper application, your information will be recorded into eVaka. Once the information is recorded into the service, you can edit the application before it is taken into processing.

You will receive an electronic notification of the accepted early childhood education and care or pre-primary education place no later than two weeks before the starting date, provided that you have agreed to receive electronic messages in Suomi.fi. Please log in to Suomi.fi and give your consent to receiving electronic messages regarding decisions issued by authorities. 

If you have not given this consent, you will receive the decision by post seven working days after it has been sent to you.

You need to submit your income information in the eVaka service after you have received an early childhood education and care or pre-primary education place and your child has started attending. The information is required for determining the customer fee for the care or education.

Fill out the electronic early childhood education and care application in the eVaka service. When you choose a private early education (ECEC) centre or private home-based childcare as your preference in the application, the ECEC application also serves as an application for a service voucher.

Inquire about available spots directly from private ECEC centers. You can find information about available home-based childcare spots on the website of Oulun  Oulun yksityiset päivähoitajat ry.

If you get a spot in a private ECEC centre or private home-based childcare, draft a service agreement with the Head of the private ECEC centre/home-based childcare practitioner.

Go to the Suomi.fi website to approve the electronic receipt of official decisions, so you will receive a notification as soon as the decision is made. If you have not approved the electronic receipt of the decision, you will receive the decision by mail approximately 7 business days after it is sent. The service voucher must be accepted or rejected within two weeks of receiving the decision electronically in eVaka. 

The city pays the service voucher directly to the service provider.

To determine the value of the service voucher, you need to report your income information through eVaka after you have received the service voucher decision and your child has started early childhood education. The service provider will invoice the family for the customer fee (the difference between the value of the service voucher and the price of the early childhood education place).
