The instructions of the City of Oulu for those who have been ordered into quarantine or isolation

A communicable disease control physician may order you to be quarantined if you have been exposed to the coronavirus.

If you have been tested to have a coronavirus infection, the communicable disease control authorities will isolate you.

If you are quarantined or isolated, you will be personally informed about it by a SMS or via phone call. The nurse or the doctor follows your state of health if needed. 

The quarantine or isolation ordered by the communicable disease control authorities are not recommendations, but orders. According to the Finnish law, breaking the quarantine or isolation rules can lead to a fine or imprisonment.

If you have been quarantined or isolated, you will have to follow the following instructions for the whole ordered period:

  • To quarantine or isolation ordered person has to stay at home.

  • You may meet only persons living in the same household.

  • If there are infected persons living in the same household, avoid an unnecessary contact to them.

  • You may not invite anyone to visit you or visit anyone.

  • You may not go to work, school or hobbies.

  • You may not go shopping, visit a shopping mall, go to the swimming pool, restaurant or other public space.

  • You may not use public transport such as train, bus or taxi.

  • You can exercise outdoors, if there are no other people in the yard. You can exercise outdoors (e.g. to walk the dog), but you must stay more than 2 meters away from other people.

  • Ask someone else to do shopping for you or order your food online or via phone call. Make sure that you are not in contact with the food supplier when you pay and receive the food delivery. If you need assistance, see the passage Social work

  • If you have got the coronavirus and you have been isolated, you will have to be constantly available.

  • If you have to call an ambulance during your quarantine, tell the PSAP that you have been quarantined.

Quarantine period

You will be told how long the quarantine will last when you are ordered into quarantine.

  • The quarantine period ordered by the communicable disease control physician is 10 days, if there are no other persons in the family who have got the coronavirus infection disease.

  • If you get symptoms and have a test made, the quarantine continues until the given date, even if you would have a negative coronavirus test result.

  • If in the family someone becomes ill with the coronavirus, the communicable disease control physician quarantines the other family members. In family exposures, the quarantine lasts for 10 days. If someone else in the family becomes ill with the coronavirus later, the quarantine of asymptomatics persons will be extended by 10 days from the day the symptoms of the last infected person began. The maximum length of quarantine is 30 days.

  • Northern Ostrobothnia Hospital district has decided that the quarantine will not be shortened by a negative test.

The isolation period

  • If you got corona virus disease confirmed, stay at home until you have been symptomless for 2 days and it has been at least 10 days since the beginning of the symptoms.

  • If you still have symptoms on the 10 day of after it, stay at home until you have been symptomless for at least two days.

  • Call the communicable disease control nurse of the City of Oulu to get further instructions to end the isolation: communicable disease control nurse from Monday to Thursday between 8 a.m and 4 p.m. and on Fridays between 8 a.m and 3 p.m. tel. 044 7034197 or 044 703 4224

  • If you have recovered from the coronavirus infection disease, you can go back to work or school, when there have been at least 10 days since the beginning of the symptoms and you have been symptomless for 2 days, even if someone in your family still might have a coronavirus infection.

What to do if a quarantined person develops symptoms?

It takes 1 to 14 days, usually 5 to 6 days, from the onset of infection to the onset of symptoms. Typical symptoms of coronavirus disease include fever, cough, headache, nausea, diarrhoea, muscle pain, sore throat, runny nose, shortness of breath, loss of sense of smell or taste.

The quarantined person should monitor for the development of any symptoms. If you or your child develop even mild symptoms of coronavirus infection while in quarantine, get tested without delay. Even if the test result would be negative, that is you did not have a corona infection at the moment of testing, the quarantine is continued until the given date.

Quarantining family members

If no one in the family has contracted the corona infection but one person in the family has been exposed to the coronavirus outside the home, only the exposed person will be quarantined.

The family members of the exposed person are not quarantined so they can live a normal life. If the quarantined person gets symptoms referring to the coronavirus, this person will have to be tested. In this case, the family members should stay at home to wait for the confirmation of the test result.

The family members of the person, who has got the corona virus infection disease, are quarantined.

How do those in home quarantine go to school?

If the child is in home quarantine, the school will provide instructions on how to arrange teaching.

If you can' t go to work because of the quarantine, you can claim reimbursement from Kela.

Communicable disease control allowance covers loss of income, if the communicable disease control physician has ordered you into a quarantine or an isolation. You are entitled to an infectious disease allowance even if your child under 16 years is quarantined and you can´t go to work because of it. Claim an infectious disease allowance from Kela. For the application, you need a quarantine decision in writing made by the communicable disease control physician.
