Mannerheim Park

• The park is located in the middle of residential buildings, and this must be accounted for when planning the event (e.g., noise levels). 

• The café service provider in the park has the possibility to offer their services during the event if the event organizer agrees.

• Padding or strong plywood must be used under lifts, skips and scaffolding to make sure that the pavement doesn’t get damaged. Additionally, a protective mat must be placed under fixed machinery and equipment to prevent possible oil leaks etc. 

• The lifts, manlifts and skips must be outlined with a protective fence (in Finnish). Using plastic safety band and warning line is prohibited. 

• The Oulu Statue of Liberty by Into Saxelin, a statue located in the park, must be protected with a fence during the event if needed (the protection instructions are in Finnish).

• The landlord or their representative must be allowed unobstructed access to the area for inspection.

• Pre- and post-event inspections will be conducted for all events by the representatives of Oulun Infra. Inspection times must be agreed on at least a week before the rental period. 

• The landlord reserves the right to order maintenance and repair services at the event organizer's expense if the area’s condition or cleanliness requires it. 

• During the event, the event organizer / landlord is responsible for: 

  • all needed authority permits and insurances,

  • safety, order and security in the area and its immediate surroundings,

  • area’s maintenance, sanitation and waste management, including the final cleaning,

  • protecting fixed structures and vegetation (to be agreed on during the initial inspection), as well as

  • damages caused to structures, vegetation and third parties.

The surfaces are mostly concrete stone. There are fixed structures, such as benches and waste bins, along the venue's edges. These fixed structures can be removed for a fee for the duration of the event. 

The restrictions on vehicle and service traffic in the park area (in Finnish)

• Central square area 40 x 30 m, approx. 1200 m².
• The elevated grass area 26 x 36 m, approx. 936 m².
• Rock dust surface sport area, 18 x 13 m, approx. 234 m²
• Kirkkokatu Square 23 x 25 m, approx. 575 m². 

Optical fiber connections to the control centre. Connecting and using the interface must be agreed on beforehand with the landlord and the cable owner (DNA). 

The audio system includes four (4) speakers, a volume controller, a mixer, an amplifier and a wireless microphone + antennas. The speakers are integrated in the lamppost structures, approx. 2 m up from the ground. With these speakers, sound will reach the mound and the central square. Other sound system equipment is located in the technology control centre. Wireless microphone antennas are located on top of the toilet building. The speaker lamppost locations can be seen on the technology map.

There are numerous electricity and water maintenance points and connections to the wastewater sewer. See further details and locations on the Technology Map.

There are three-phase outlets 32 A and 16 A on the lampposts surrounding the square. There are electricity manholes in the middle of the square, their locations are presented in the Technology Map. In the area, there is general lighting with the lampposts and special lighting in the stands and in the central pole’s hanging lighting.  

The mobile stage is a trailer that is towed behind a vehicle and can be transformed into a performance stage. Transportation and setup of the stage are handled by the City of Oulu.
