Urban Public Space Guidelines

The city belongs to all of us. Public spaces are for meeting people, enjoying hobbies, performing and organising activities. Not everything requires a permit or extensive arrangements.

Urban Public Space Guidelines explain the ground rules for using Oulu's public spaces in a clear and easy-to-understand way. They help you quickly understand what you can do freely, when a simple reservation or notification is enough, and when a permit or more detailed planning is required.

WHAT CAN I DO WITHOUT A PERMIT?

Many everyday activities are part of a vibrant city and can be enjoyed without a permit. You can enjoy public spaces in many different ways without applying for a permit, provided your activity is small-scale, safe and does not disturb others.

For example, you may:

  • play acoustic music or give a short speech in public spaces
  • use amplified sound between 7:00 a.m. and 10:00 p.m., provided nearby residents are informed and noise is kept at a reasonable level
  • have a picnic, play games or spend time in parks
  • use the city's designated barbecue sites
  • create street art at designated public art locations
  • take part in flea markets at the locations provided by the City.

     

WHEN IS A RESERVATION OR NOTIFICATION ENOUGH?

Some activities only require a simple reservation or notification instead of a permit.

For example:

  • Events for fewer than 200 participants can be organised in designated parks by making an area reservation.
  • Five day-market stalls at Oulu Market Square are available each morning on a first-come, first-served basis by registering as a market vendor.
  • Suitable parks can be reserved through the Timmi-booking service.

WHEN DO I NEED A PERMIT?

Larger events require permits and more detailed planning.

A permit is generally required if your event:

  • has more than 200 participants
  • affects traffic or the normal use of public spaces
  • uses temporary structures, stages or event technology
  • requires electricity or other infrastructure
  • includes alcohol sales or other licensed activities.

What can't I do?

You may not:

  • disturb other people or damage the environment
  • create excessive noise, especially near residential areas
  • litter
  • light open fires outside designated fire pits or during wildfire warnings
  • put up signs or advertisements without permission.

     

Good to know

Oulu offers several opportunities to organise events free of charge and with minimal administrative requirements. For example, the Rotuaari Stage is available free of charge for non-profit organisations. Instructions for using the area are available on the website of Liikekeskus, which manages the Rotuaari area.
